Generally during winter wind from direction largely from Northwest 65 to 75% days. Winds from Northwest carries smoke generated from burning or Agri-waste on large scale. Temperature in Punjab Haryana minutely low than Delhi it also one factor for air stream. Which contribute in movement of air pollutants towards Haryana, Punjab to Delhi.
Average height of Delhi above sea level ranges from 200 to 300 meter, Gurugram height 210 meters to 340 meters. This reduces wind speed from North West and reduces pollutants carrying capacity of wind significantly. Forced pollutants to settled on Delhi. This situation occurs during winter, during other seasons wind comes from westerly, southwesterly, easterly or southeasterly.

Develop social forest on Northwest North border.
Develop vertical garden wherever possible.
Develop lake without walkway and amusement parks to allow rainwater to recharge groundwater

Try to reduce population in Delhi by developing satellite cities 10 to 15 kms from Delhi, using non agriculture land and social forestry must develop between cities. And surrounding satellite city, with green city concept using green energy, rainwater harvesting, day light utilization.
